For herbaceous peonies, place a clump of peony tubers in the hole with the long roots pointed downward and the buds no more than 2 inches from the surface. The layering of tree peonies can be undertaken in either spring or fall. You can also plant seeds in fall, though they will only shoot in spring or summer.
